‘That’ part of the year

It’s that part of the year where riders are either resting from their seasons racing or building a base consisting of longer, lower effort miles to build cardiovascular endurance end efficiency. But – this year I want to focus more on a track pursuit-like events (pursuit, team pursuit, omnium) and so I don’t see too much of a need for the base, especially as I haven’t really taken a break and have continued training after my track league ended (September).
So, to me it would make sense to begin on strength and speed work now. Or would you still build a base?
*Not asking for a ‘plan’ – I’m only asking if breaking from road ‘tradition’ makes sense in this scenario*
